no it works with conqueror levels and it works like that :

Level +1 ~ +5 : Stat +10 / All Stats + 7 / Delevel of Required level to equip +1 (Per each level up)
Level +6 ~ +8 : Stat +10 / All Stats + 10 / Delevel of Required level to equip +1 (Per each level up)
Level +9 : Stat +10 / All Stats + 15 / Delevel of Required level to equip +1 (so level 124)
Level +10 : Stat +10 / All Stats + 20 / Delevel of Required level to equip +1 (level 125)
Level +11 ~ +19 : Stat +10 (Per each level up)
Level +20 : Stat +10 / Activate Conqueror Skill Level 1
Level +21 ~ +26 : Stat + 10
Level +27 : Stat + 10 / Activate Conqueror Skill Level 2 / Delevel of Required level to equip +5 (level 130)
Level +28 ~ +34 : Stat + 10
Level +35 : Stat + 10 / Damage Drop +5% / Activate Conqueror Skill Level 3
Level +36 ~ +41 : Stat + 10
Level +42 : Stat + 10 / Activate Conqueror Skill Level 4 / Delevel of Required level to equip + 5 (level 135)
