Guardian: Shield or Dagger Offhand?

I am looking for advice because I am confused if I should go for dagger or shield off hand because of the 35% block chance from the bless shield which would help me survive more.

My friends told me to go sword with dagger offhand. But I am seeing a lot of people go for dagger with shield as their offhand.

For pve i should go sword+ dagger and for pvp dagger+shield ^^

dagger + shield is better in every scenario, pvp and pve. onyx/opaniel shield has 15% blockrate, buff gives flat 35%. that's 50% blockrate
