Why don't you just offer what you think it's worth it. If it was refined, he would've said so.

If he doesn't think your offer is even worth considering about, he'll just not sell it to you. Since it's so crappy as you say, that's absolutely no loss to you - is it?

And yes, as someone already pointed out above:
- you asked a price,
- you confirmed you asked said price, just so you could double it,
- you wanted to consider an offer if it was refined,
- you confirmed you want to pulverize it, ergo refinement is of no interest.
