Going from the korean sites info which was very accurate for humans:
Scouts:
- Will not be able to farm WH etc. solo.
- Will not be able to do enough dmg in pvp but they will be able to debuff people (after +20)
- Will lack the movement speed of rangers and burst damage to be viable in pvp
- Will be really nice farmers in partys
- will be really easy to lvl up solo and in partys
Basically nothing changes except that they get a good damage boost and some useless skills get fixed. Also lowbie scouts will be a lot stronger/easier to lvl solo. However on endgame gears and lvl they just don't have the defense to tank those new maps solo nor the CC, movement speed or bust to pvp.
After all, it's still a class that's alot of fun to play and which I love to watch grind lol.
If scouts would want to be viable to solo in any map, PWI should add basic 10/10 hp/mp abso on every upg bow + alot of AD % so you can focus on full DD options. Also the amount of PDF a scout can get should be more (give dex onyx more pdf) or make dex give 1 pdf (like str does and int for mdf). If not, they will get eaten by mobs. Since both of these options to increase pdf also have influence on rangers (which should have low pdf and use WF to position correctly to not get wacked down) they will probably not implement it. Another option would be to give the scout skilltree a buff to get min. dd (say 10-70% depending on buffs lvl) and some % PDF on scouts buffs.
