YNK was forced to set refine to -30 (or -32 if you will) when they came out with glacials so folks at lvl 99 could equip them. Lvl 110 cap wasn't there yet and glacials came out so the Jin crowd could have something to brag about in the forums while everyone else was running amok with epics and upgrade 1.0s
