PK lvl difference, split weapon parts

Hi!
1.What is the lvl difference for PvP honor hit list? I mean when someone pk me, the highest lvl players never appear, only a few one probably near my lvl. Today one player tried to pk me and luckly I killed him but he didn't show up in my "killed" list so there must be something about it.

2.Where can I drop split weapon parts(duals)? What mobs and what is their lvl(I'm 80)? I want to forge dual sword with high melee; dd, hp/mp drain and maybe some crit, from option stones and if im not wrong, for splits you can use more option stones than 4 right? Of course it would be easier just buy good duals but unfortunetly theres not much savages out there.
