Sealed talismans

What stats give sealed talisman +4/+5/+6/+7 and do the talismans stack with each other ? for example sealed str talisman + sealed vit + sealed dex.... etc

+4 = 50
+5 = 60
+6 = 100
+7 = 150
(Magical)+7 = 200

You can only use 1 talisman at the same time while unsealed (while sealed the stats dont apply and you can have as many with you as you can carry)

How to get +7 or magical +7 one ? crafting + reinforcement stones ? and how to unseal them ?
