Don't be a wuss. At that level, you shouldn't even be there.
Ergo, someone with a level sufficient to level there has all the rights to go and clean ship in order to grab a spot for actual grinding.
You will not encounter this issue if you play at a spot suited to your levels and, in the event that you do, you'll most likely have the correct levels/gears to counter such event.
Sometimes though, you'll be just unlucky to encounter that one bored mfkr who's got nothing else to do.
