20 lvl quest from GH

I make elf for ranger with my other acc. i start play from training hall.I take all gifts there from quests and for exp too ! I reach 20 lvl i go to gathering hall to take the gift quest from npc exp tablet for 20 lvl and dissapear i not receive this tablet.Still i was with exp tablet from gathering hall ! I trade with this acc of my other acc bow 30 lvl from quest deleveled to 18 lvl and next day he is not in my bag and in my inventory.He dissapear ! Why ? The bug for exp tablet 20 lvl in gathering hall is it from 1 year and all the time i forget write for this !
