Heroic Power is bugged

I learned how Heroic Power work. It decrease pvp damage reduction. Without Heroic Power everyone pvp damage is 30% pve dmg. With Heroic Power on 5lvl it's 30%+25%, so pvp damage = 55% pve damage. It's why it's increase damage so much.
