Black character textures

Re-downloaded the game for ****s and giggles when i got an email saying Vengeance is out. But in the character creator and in game everyone's textures are completely black like "Who's That Pokemon"

How do i fix?

Many people reported it. Do you have an AMD gpu? Seems like newer series are affected

yea using AMD RX5700 XT. someone told me to turn off antivirus and reinstall which i did and it didnt work so ths time i went into regEdit and removed all traces of the game and reinstalled again and the weird thing is the launcher it finishes downloading the game then if i hit the check button it downloads a bunch more but it stops at 89% and says decompressing file i wait for 5 mins no change so i hit the button again and it says 89% still but for a split second it looks like its trying to download a file but doesnt.

just reinstalled again and this time it reached 91%
rp.336266757.1 is the file it seems to keep getting stuck on.

now im trying to download an older driver to see if that works.
