Defender skill tree

Hello guys i have no idea what skills schould i choose for defender.
Playing first time as def i go 1 dex 3 vit so ilv up in peace but need help with skills.

I have done some research and for example debuff skill shout decreases the defence of enemy with % rate got it on lv 5 and it dont do anything dmg stay same or is it just for pvp?
And some buff skill duration is too short i think.
Fixation and leader mind schould have better cool down time like 40 sec or so.
If some good def can share little bit of nice def skill build i appreciate it.


One thing more what weapon options schould i look for
ME+WA or ME+CC or ME+ATKSPD.
