How to get back lost items from pk?

Hello,one of my friend lost 2 of his items(tali tunic and tasset tali)
We asked some players and they said u can get items back from Colloseum npc.
That npc was in Einhoren East Gate for some time...i saw his items there,but he was red and he couldnt get his items back.When his red status end,that npc was gone.
So,where is colloseum npc to get his items back?
His in game name is Usamy
Answer fast pls,coz i heard he can get items back only in 72h,after that,items are gone forever.
