Not cumulative means you only get the reward for the highest tier you've reached.
So, for 450 hours you would ONLY get 1 Albereo’s Jewelry Box.

Rewards are not cumulative, so if you get a specific hour of playtime that will be the only reward you get.

I would have to bet on the Tipa Dagger on this one. Since it does mention "that is appropriate for their class and level". So if it fits your character level then that will be most likely the item given to you.
