I have been looking for it for quite some while now, and ive found zero shops who sells it.

I know what chests/capsules it comes from since it is in the link i posted :S

Interestly, I feel like I always see it in shops everyday. Try using the Search feature because there's a bug where you can't see every shop in Elim.
