Mock duck hot springs

so i bought tickets to hotspring and was gona do some quests. But when i come inside the NPC dosent have any quests for me ? why

over lvl 90 i think cant see the quests. might not be 90 but i know once u r to high u cant see quests. people used to take 2 chars in there 1 mid lvl to pick up and turn in quests and 1 main to kill and collect bottles then trade them to the mid lvl to turn in.
