It comes down to pretty much this: it needs a damage nerf. There are 2 ways to do this without removing/changing the skill completely: make Damage Drop affect all of the Forefoot Swings (which btw, also ignores Lion crit damage drop when it crits; tested and confirmed) OR just nerf the ratio to a reasonable amount.
