Drop Penalty

I heard about every class except craftman have drop penalty which increase depend on level difference. I know its not craftman related but, how many level difference that drop penalty started ?

And since craftman ignore the penalty, Is it only normal stuff/loot? Or equip and gems too?

I think it includes the gems and equipment too. But in general, it's best to use a craftsman when collecting loots.
