To GMs: About July Raffle event

So, among 5 hour raffle prizes theres "Awakened Berzemute Costume Set" which, to me at least, implies that we would get the whole set. Correct?
However, i never got the whole set. I got only chest and headpiece. Wanted to know if the deception was intentional or accidental or simply a laguange mistake.
Can any1 let me know?

GMs need to be more specific with these events and actually define if its a 2 set or 4 set or 3 set etc....instead of just writing "set". For the daily prizes they sent out only crimson chaser hat and costume which can be a 2 set or 4 set.
