Guil treasure have only Safe1 available?

In safe1 i can deposit itens but in the rest safes can not it is a bug?

Its because you havent gone to a Township battle and leveled up your guild rank i was told this by another player, so im not sure if thats true or not, but i have no reason to disbelieve his information.
