Quest Letter is Rare Item?

I'm new player and i just want to increase my fame from letter on Chicken God, but for two hours hunting i never get that. It's a Rare Drop?

I think it's better to go for Gork, Sphinx, and Handrock, they have a great drop chance for quest letters
