I'm confused what is the purpose of the Time Warp skill on Ice wizard which only last for several seconds, anyone know what this buff could be useful for?
Should i max this skill first? after mega freeze and ice coil?

Your DPS gets much higher in those few seconds but IMO it should be maxed after ice coil which is the ice wizard bread and butter skill
