It means you won't get 2 Pet Feeding Bag if you play for 250 hours. You will only get one. It's like you reach a checkpoint of prize. 125 hours for 1 Pet Feeding Bag, 250 hours for 12 Rascal Rabbit Balloon, and so on..

It's my opinion, i'm not really sure its right. It's my first time for this kind of event.
