does penetrade defense is just for mobs or its also working to pvp?

Regarding your question about Penetrate DD vs Penetrate DEF:



In Summary:

Damage Drop (Reduced Damage Taken) <-> Penetrate Damage Drop (PVE+PVP)
Defense (Magical/Physical) <-> Penetrate Defense (PVE)
