Celestial Astral Stat no WORK ???

Hey i did make max Celestial set, and i have 7k magic att on armor, 5k magic att on helmet, 4k magic on tasset, but why when i compare with igniel, the igniel do more dmg on both PVE n PVP... my char is templar, blaunt mastery is works turning magic att = mele att..
anyone can explain ???
