Counterpoints:
1. Given how the interface looks like, they will have database-level access to the PH servers to verify existence of said characters for transfer. As YNK owns PlayWith, they see Rohan PH as a Licensed server they have full control over.
2. The interface shows only a single form for the primary weapon used by the player owner. This may be only a verification form, but IF it is used as the only thing a Rohan PH player can transfer, it will still be quite an infusion of decent quality items:
The following are bundled weapon sets from the last two promos involving Glacial weapons.

and another 6 weapons from http://live.levelupgames.ph/wp-conte...2013/02/21.jpg
A major factor in the OP power levels in Rohan PH was not on the above weapons, but the costume sets; the last 2 links above show stats given to costume sets; while a cursory look at the Rohan PH page shows the average equipment level required. This ties in with points 3 and 4, that PlayWith/YNK, having control over Rohan PH databases for at least comparison purposes, CAN insert the weapons, but will not care about consumables, which is where they can earn a lot of their money in the first place. Even if they insert accessories and armors, most players are coming here with Bedron sets that barely match a good Glacial set, and thus will have to invest anyway to catch up, while their current sets are "good enough" to survive for the meantime.
However, the fact that YNK does have final say over how Rohan is run regardless of server renders 5 moot. If they say the inventories can't be transferred but the equipped items can, then it's not the transferring players' problem, since YNK will prefer that players spend on consumables in PK and upgrading items (they're coming in to a server that has some potential for upgrading) than discouraging them completely from infusing their presence into the game economy and thus as a potential source of income.
