Get grade A armor crafting

Buy sage armor recipe from other people (I think they also drop from pvp/honor rewards at least the weapon does)

Craft it with hell demon fragments and some green stone which comes from pvp/honor rewards and I think also from ashkeena?

Aside from IP merchant, you can get Hell Demon Fragments from quest inside Elemental Dungeon, one of the NPC has the quest(sorry forgot the name) Sebastian or something? Idk if this still available or not anymore..
The Green stone that sunnyangel mentioned is called Ohn's Fragment btw, and yep it usually comes from PvPHonor reward.

The shop has a "level rank" of 100 I think? that means 14-15% should be the max. IIRC shop level rank uses same logic as the chests in game.
