Shield Mastery - Defender Skill Question

I noticed the skill "shield mastery" is bugged. It doesn't add any stats to anything when you buff it and I tried to do a damage test against mobs and the damage done against me is the same. No stat is changed to physical defense either. Can you let me know if I'm wrong or if its actually bugged?

Regarding your concern with said skill:

Please be informed that the Shield Mastery gives you block rate. (which is a stat that is not currently displayed in Character Information). We will take this comment as a suggestion to make changes in the future.
