NPC Obel "Transcendental's Legacy"

Hi can someone explain what's this item can do in Obel Item Exchange ETC, there's an item that called "Trancendental's Legacy" The explaination is vague. That's this mean you can upgrade your God Of War Title to the next step? Like for example I'm currently on 6th stage of Verification for Victory "Guardian of Victory" if I use the Transcendental's Legacy will I be upgraded to "Light of Victory"? Please help me understand the usage of this item. Thanks

These are two different titles, one God of War title requires 'Transcendental's Legacy' from NPC Obel, consign coins and title tickets that have been obtained previously.
Here's how to get it by doing a chain quest like the quest to get the Myth title:

And for Verification for Victory 'Guardian of Victory' you mean to get the title 1k stat
