Regarding your question:

*Basic Attack of Wizards = Magic Attack?:
-> While it may appear as a basic physical attack, it is actually a magical hit that you can resist. Magic attack number decides the dmg output for the basic attack of mages
Much like ranged attack does that for ranger/scout and melee for other melee classes (The mastery buffs just convert x% of psy + x% of flat attack on weapons/items all into magic attack).
