I want to know how these forging/refine boosts work (that are given as a result of a successful monster hunt event). Supposedly, the GM confirmed post-event that there would be a 40% boost between 15:00 and 17:00 today, yet the rates didn't reflect that.

Tell me, with something as simple as delvling... How come...
50% boost (event boost): delvling success rates are 90%
40% boost (monster hunter): delvling success rates are 30%

I want some clarification on that please. The math just doesn't make sense.
