Cannot get into tutorial zone

I made a new character and Eugene mentioned about a Tutorial Pass. I don't know where to get it though.

According to the seal online wikia, you have to talk to Eugene and select the "I want to enter the tutorial zone" option and he will give you a pass. Then just talk to the warp npc and you will be transported to the tutorial zone. In my case, the "I want to enter the tutorial zone" option is missing when I talk to Eugene.
