Yes you can. So in case you have other questions here's the details taken from the site.

You can do a race change of your Sealed Character.
Race Change is completed and character is unsealed immediately after use.
This service is available for characters level 70.
Dhans & Dekans are unable to do a race change on Assassination Mode.
Race Change will reset all your Skill points, Stat points and Completed Quests.
The Class talisman will be deleted with this service.
Level 6 & 7 Stones will be deleted from the character once you do a race change.
Race Change service can only be made every 15 days per character.
Once the service has been processed, no refunds are allowed.
The fee for this service is 4000 RPs .
