Yes, that's true. Isen has low rates compared to Jainus.

30 dlvl is safe, more than that is not. Unless you do as below:

29 +3 = 32

Go for -29 then add -3 to make it a total of -32 Delevel. (safe max delevel). But dont try -30 then -3 or else it might fail

Your weapon will break if it fails. 29+3 = 32. Remember that safe delevel is up to 30 only. I tried that before and it broke, of course I sent a ticket and the GM explained it to me in full detail. You can still go from 29 to 30 safely by using the -1 delevel option.
