The reason points in str are considered inflated is because the original developers knew that eventually they would have to make stronger gear and by making it inflated (thus greatly reduced by pdef) they could balance it with higher pdef armours and keep everyone hitting in the same range as long as they had the new gear.
Templar's blunt mastery HAD to be pure because it had to convert the magic attack from INT into melee attack as well as chop it up into smaller pieces (inflated attack/4 pure attack/2) then boosted by x where x=int/1000. The problem with blunt mastery is this booster x which scales way too good as your int gets higher and higher. You can have 10k attack after all the chopping but you had 3.3k int so you get a booster of 3.3 thats 33k melee (-30k melee aprox).
One thing they could do and I wouldnt mind this change is to nerf pure attack as a whole. Making it 1/2 as effective as it is now. It would make pdef more effective as well as nerfing templars (but since it applies to all pure attack they would still technically be stronger than other classes). I honestly dont see a problem with templars being stronger than other classes because.......templars are not fun. Anybody who tells you templars are fun is a liar its the most boring class to play and you dont get to see the effectiveness in a pvp. If I play a defender and I push a priest away lock her down or drain the mana on that priest so theres no more battle... I can see the effect of that as it happens that I set up a pvp winning event. Theres a sense of gratification like YEAH I DID SOMETHING! that you cant get while playing templars. You play temp all you do is auto attack and people expect that you will kill someone theres no plays there just is this guy who is gonna hit you. I am defender biased I love them but I think the highest gratification you will find is an avenger, you play that **** properly you feel like a world champion and I think a lot of players out there dont factor that in when they are playing.
