Craftsman's Demolition skill Quest not working?

I'm in the middle of the quest to unlock my class's Demolition skill,
which entails getting an invisible cloak from an NPC named Arquette located in Sevis;
but I the game won't even let me talk to her like to other NPCs.

Please Advise.

GG, do you not understand that Game moderators are only here to take a reports? Besides that they can't do much. Everything goes from Korea or whatever the game comes from. Developers are there. PIW is only hosting the game here, that's all.

yea at least they can manage how to contact the game developers. not by doing nothing.
