Don't Download List File Error

This has happened to me before, two times actually and I am getting down right tired of having to uninstall and reinstall the game to play. It's very annoying and wastes a huge amount of time. I would like to know how to fix it and what is causing this problem. It happens when I restart cause it says gameguard is currently running and won't open the game properly, and as soon as I restart and click the launcher it gives me this error.

I would completely uninstall the client and everything that came with it, and download it from ijji. I have never had a problem with it once.
