why i cant take quest in begginer town?

Hi Dear GM, i was making a new char and start at begginer town, so i take quest like usual, but whoever npc i talked to it keep saying "the quest was failed", and it happen to my other id too, hope u solve it quick, cos i need to make a new craftman!
