Perhaps when there was enough population for 6 servers playing and supporting this game there was funds for 24/7 support, but that went away when the population dropped to the point that they had to merge servers.

Now that there really is only 1 server (Isen is so depopulated it really can't be called a server anymore) it would take every player in Rohan donating $5000 US PER MONTH for them to afford 24/7 support. Just be glad you have support during western U.S. business hours and they can have a few people working it.

Oh and if you want to rage, don't use google translate. It comes out pretty much unreadable.
