When will there be a fix for the scout skill "all in one"

Never, and the skill was never bugged to begin with. Most people don't realize this, though.
It specifically states that it shoots arrows, not attacks. The damage dealt by the skill is equal to that of merely shooting the appropriate number of arrows - nowhere is attack force implied.

While the skill isn't bugged, it needs some changes. It's horrendously under-powered and should be reworked to use a lower number of shots with applied attack force.
