I Can Log in The Rohan Site but Not in Game

Bans apply to both the site and the game, though. Unless your account data was wiped after a longtime ban.

It could also be occurring if you registered your account through ijji. Ijji shut down and therefore all accounts which logged in that way no longer exist. There was a window of time during the shutdown process where one could move his account data over to the iRohan servers, however that window has long since passed.
