Why IM discount does not apply in in-game store?

I'm a new player. Today i bought inventory expansion from in game store since it is on sale. I was confuse because the price is normal price, but then i thought maybe they will automatically discounted when i klik purchase. But it doesn't and i paid the full price. Then a friend tells me to buy from the website to get the discount.

Why don't GM mention that information on the anouncement? Why don't GM change the price at ingame store?
