Yea, but the guy speaks truth about balance and has a point. The game is in a anything but balanced as only viable class is scout for PvE/PvP. Other classes are just bad jokes currently.

IMHO variety in builds is good, it gives options to fight differently and not every character is a "hybrid clone" with same stats and equipment as a melee class.

So... after reaching lvl 90+ i have a few questions for High lvl Guardian.

1. What would be optimal stat built (reset stats)? full STR/full VIT/Hyprid - What base stats should i aim for at...

Dex 4x your current level is most common formula. 300 dex for lvl 40 is a bit overkill at your level, feel free get some str/vit equipment.

Few things about balance and things that maybe could be changed (from the point of view of a guardian):

1. Only buff without range is scouts dex buff? why?? Each "job" could have atleast 1 buff...

So far IMHO Dex Guards are not viable option in RO, feel free to test it out yourself but skill set is different form RBF.

Yes and also as i said its not just about time zone. There was no confirmation that event launched successfully after 12:00PDT and people didn't know if event launched as most people in chat screamed...

Exactly, some said already 10 hours before that event is on as "its sunday and they said event is on sunday". So much confusion just because the event ingame announcement could be improved.
