Got this suggestion from the GM's regarding the compatibility of Windows 8. Just try it :)
1. Right click on the Seal Online game icon and click "Properties"
2. Click on the Compatibility Option....
try to re install the game while the fire wall and anti virus is off then restart your computer. :)
