You mean Characters not accounts, but yeah. There is currently no way to transfer Characters from one account to the other as there isn't any exchange market or such in game yet.

What the problem actually? You didn't get the portal stone, or You haven't got the quest either?
If You don't have the quests either maybe you are under level. Check the correct level requirement...

Like come on man... I bet It would take less than a day to go through skill descriptions. But I guess they themselves don't even know which skills does what.
