Reinforcement rate is based on reinforcement goal (+3ing a +5 ring is the same as +4ing a +4 ring)
So in our example +8 is our reinforcement goal which lets say is 0.0000183% your 30% boost is 0.00002379 not that much better than the current rate but still an improvement.
