Not entirely because you can always refine the level of the weapons if thats what he is reffering to. Max refine is -30 so at level 100 if you refine that weapon you can wear it. There are weapons that have high level requirements that even after refining it you still need conqueror levels, thats were that info she provided kicks in.
There are instances that you can refine it all the way down to level 1 with a good boost event.
