according to rare revival letter detail it tell only rare pets, but fly phoenix is " very Rare " (information on seal wikia)

Hi phoenix. As what I have experienced Fly phoenix can still be restore by the GM's even though it has a description of being a very rare. Try and send a ticket so you can get your pet back immediately :)
