character sp gone and more

all my character sp are gone or left with small amount of it that doesnt match the level.
i cant login or access the bank.
some of quest that i had already done pop up again, and when i try to take it, some notification appear say " you have failed the quest".
same thing happen when i try claim discount on npc wagon driver eventhought i already meet the requirment
it happen to all my character in one account
