As to skill build for rumir- you can basically add max points to every skill that's possible except for Trinity Force, Mana Bombing, Life Circulation and Lightning Swift. Trinity Force and Life Circulation can just stay at 1 skill point, but you could put a ses in them if you wish to do so. The other two skills don't have much of a functional point but it's entirely up to you if you choose to add them!
